The China (Sichuan) - Laos Education, Economic and Trade Promotion Conference takes place in Vientiane, Laos, April 28, 2025.
From April 26 to 28, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, led a delegation of Sichuan Province on a visit to Laos, implementing the important consensus reached by top leaders of the two parties and countries. In accordance with the provincial Party committee's plans for pursuing high-standard opening up, the visit aimed to further enhance the exchanges and cooperation between Sichuan and Laos, contribute to building a China-Laos community with a shared future through profound and real measures, and promote Sichuan's efforts to develop a strategic high ground for opening up to the west and south and a new base for participating in international competition.

During her visit to Laos, Shi Xiaolin held meetings with Kikeo Khaykhamphithoune, Deputy Prime Minister of Laos, Atsaphangthong Siphandone, Mayor of Vientiane Capital , and Fang Hong, Chinese Ambassador to Laos. The discussions centered on supporting the national overall diplomatic work, taking into account both the national needs and local capabilities, with the aim of achieving more practical outcomes in promoting Sichuan-Laos exchanges and cooperation.
On the afternoon of April 28, the China (Sichuan) - Laos Education, Economic and Trade Promotion Conference was held in Vientiane, bringing together more than 280 representatives from higher education institutions, enterprises, and business associations of both sides. Shi Xiaolin noted in her speech that in recent years, the cooperation between Sichuan and Laos has been continuously venturing into new domains and spaces, yielding substantial results. We are willing to, together with Laos and under the strategic guidance of the top leaders of the two parties and countries, foster practical cooperation across a wider range of sectors, at more profound levels, and with higher standards, thus driving sustained progress in our mutually beneficial development. We are ready to jointly further enhance our economic and trade cooperation, give full play to the role of the China-Laos Railway as a "golden passage", integrate the China-Laos train services with the development of industrial and agricultural parks, establish a commodity trading platform, optimize the cargo organization for the trains, improve rail operational quality and efficiency, expand direct imports of Lao specialty products, and promote the penetration of Sichuan-branded products, such as Sichuan baijiu, tea, Chinese medicinal herbs, and new energy vehicles, into the Lao market, aiming to actively tap into opportunities in emerging markets. We will further work hand in hand to promote industrial cooperation, support Sichuan enterprises to invest and engage in business in Laos in alignment with market principles, and broaden our cooperation in sectors such as modern agriculture, energy and minerals, transportation and logistics, and electronic information. We welcome Lao enterprises to invest and thrive in Sichuan. We will further collaborate to strengthen educational cooperation, promote joint education programs, collaborative research endeavors, skill training initiatives, and exchange programs for students and faculty, and provide more opportunities for Lao students to pursue higher education and study tours in Sichuan. We will collaborate further to deepen cooperation in the cultural and tourism sectors, focusing on enhancing resource connectivity, aligning markets, and facilitating tourist exchanges, in a bid to provide a more enjoyable and diverse cultural and tourism experience for the people in both places. Before the conference, Shi Xiaolin and the Lao guests toured the Sichuan Province photo exhibit and the "Charming Sichuan" higher education display. At the conference, 21 educational, economic and trade cooperation agreements were signed between the two sides, amounting to a total value of 2.65 billion yuan. Additionally, the Sichuan Vehicle Trade Global Tour (ASEAN Station) was officially launched.

Shi Xiaolin also visited the Vegetables and Fruits Research Center of the Lao National Agriculture and Forestry Research Institute to inspect the China (Sichuan) - Laos Agricultural Cooperation Project. She and Kikeo Singnavong, Deputy Minister of Agriculture and Forestry of Laos, jointly unveiled the China-Laos Chili Industry Seedling Base and the Planting Demonstration Site and witnessed the signing of a memorandum on agricultural technology cooperation. Additionally, she announced the launch of the "Study in Sichuan" Scholarship Program and the Educational Tour in Sichuan Initiative, and together with Atsaphangthong Siphandone, Mayor of Vientiane Capital, witnessed the signing of agreements on researching investment in Vientiane's urban traffic development and strengthening sports cooperation between the two places. Shi Xiaolin also visited Vientiane South Railway Station to inspect relevant work, including the construction progress of the southern opening-up channel and the operational status of the China-Laos Railway, and witnessed the departure of the China-Laos International Freight Train specialized in agricultural products, which was returning from Laos (Vientiane, Laos - Sichuan, China).
