On April 27, the Ministry of Commerce and five other government departments jointly issued a circular regarding further optimizing the departure tax refund policy to expand inbound consumption. The State Taxation Administration has revised the Administrative Measures for Tax Refunds for Shopping by Overseas Tourists (Trial). The departure tax rebate threshold will be lowered from 500 yuan to 200 yuan. Additionally, tax refunds via wire transfer continue with no upper limit, while cash refunds now have a higher maximum of 20,000 yuan, up from 10,000 yuan. The newly revised policy for tax refunds upon departure has been swiftly implemented in Sichuan, with overseas tourists in Chengdu already benefiting from it on the very first day.

A leading official from the Chengdu Municipal Tax Service of the State Taxation Administration explained that the Chengdu tax authorities have fully implemented the new policy. Upon learning of the updates, they promptly carried out comprehensive policy publicity and guidance on the various aspects of departure tax refunds for eligible merchants and potential applicants. Effective April 27, in addition to taxpayers with favorable tax credit ratings of A and B levels who are eligible to apply as tax refund shops, newly established enterprises with an M-level tax credit rating can also apply to become designated departure tax refund stores. The tax authorities have accelerated the registration and filing procedure for tax-refund-eligible stores. On that day, a Dutch tourist from Amsterdam purchased over 400 yuan worth of clothing at Chengdu SKP and immediately claimed a 40-yuan cash refund at the mall's tax refund center, using the instant refund-upon-purchase service.

Officials from Sichuan's government departments, including tax and commerce, stated that Sichuan plans to launch a special action to promote the refund-upon-purchase model for departure tax refund, aiming to implement this service in eligible commercial areas and districts. Currently, more than 400 retailers across the province are certified to provide departure tax refund services.
